• Has well-understood semantics

• Natural way to do policy distribution

  • just sign a policy and it becomes a credential that can be used remotely by people who trust you

• Natural way to do distributed policy

  • monotonic, quickly resolves relevant policy statements from multiple sources

• But you don’t have to use KeyNote
